its freya for sure,you can look at the braid comming down her right shoulder.freya was pictured sometimes with either cats,or owls at herfeet.plus some times with a wolf or fox head on right shoulder. the ohio one is amazing cause the wolf head turns into a eagle head depending if u look at it from left to right
